Her Majesty's Courts Service
Her Majesty's Courts Service (HMCS) is an executive agency of the Ministry of Justice, with a remit to deliver justice effectively and efficiently to the public. HMCS is structured into 25 areas of which Bedfordshire is one area. Nationally, HMCS provides administration and support for the Court of Appeal, the High Court, the Crown Court, the magistrates' courts, the county courts and the Probate Service.
When people are detected committing motoring offences, there is sometimes the option to accept a fixed penalty - otherwise the matter will be referred to the Magistrates' Court. HMCS administer fixed penalties meaning that they collecting fine income and, for enforsable offences, endorsing driving licences with penalty points.
Anyone who has been detected committing a motoring offence has the right to have any mitigation heard in court.
